Zone– G (West Delhi-I)

1.1       LOCATION, BOUNDARIES AND AREA

Zone ‘G’ is loc­ated in the West Delhi cov­er­ing an area of about11,865 Ha. And con­sists of 18 sub-zone (17 old as per MPD — 1962 and 1 New).

The zone is sur­roun­ded by Delhi Rohtak Rail­way Line in the North, Delhi Rewari rail­way line in the South-East, Pankha road in the South-West and Agri­cul­tural Green-Belt/Rural Area in the West. The zone is a typ­ical mix­ture of old Moti Nagar, Indus­trial Area, Tihar Jail Janak Puri, Vikas Puri Paschim Puri etc. There are five other major fea­tures, which are Rohtak Road, Najafgarh Drain, Najafgarh Road, Ring Road and other Ring Road besides the two Rail­way Lines bound­ing the zone. There are 4 indus­trial areas in Maya Puri, Kirti Nagar, Najafgarh Road (DIT) and Rohtak Road. Four Dis­trict Cen­ters have been pro­posed, out of which jana­kpuri is near completion.

1.2 STATUTORY PROVISIONS AND OBJECTIVES :

 

The Zonal plans  are  pre­pared under sec­tion 8 and pro­cessed under sec­tion 10 and sim­ul­tan­eously the modi­fic­a­tions of land uses shall be pro­cessed under sec­tion 11 (A) DD Act 1957.

 

1.3       EARLIER APPROVED ZONAL DEVELOPMENT PLAN PROPOSALS

Zonal Devel­op­ment Plan of Zone-G as per MPD-2001 was approved by the Min­istry of UD  vide let­ter no. K-13011/7/2006 DDIB dated 26.05.06.

Zone ‘G’ is divided into 18 sub zones, as per the details given below

1.4 Spe­cial Char­ac­ter­ist­ics of the zone  are Rohtak Road, Najafgarh Drain, Najafgarh Road, NH-8, and Ring Road. Import­ant fea­tures  of the zone and their  Plan­ning pro­vi­sions    are as fol­lows:

 

1.4.1    GREEN BELT

 

South­ern part of the zone along the bor­der of NCTD earlier des­ig­nated as Rural / Agri­cul­ture land is shown as Green Belt, in syn­ergy with the pro­vi­sion of Regional plan 2021 of NCR/MPD-2021. The belt extends from the NCTD bound­ary up to a depth of one peri­pheral rev­enue vil­lage bound­ary, wherever pos­sible.  There are  two vil­lages namely,  Bijwasan and Kapesh­era vil­lage which are  fall­ing within the Green Belt.

Part of sub-zone  G-18 which was also earlier des­ig­nated as Rural use zone is con­sidered for new planned urban   exten­sion area .  The area is bounded by Rewari Rail­way Line in the West. Air­port on the North, NH-8 on the East and U.T. bound­ary line on the South. In this area land is pro­posed to be broadly used for Res­id­en­tial, Com­mer­cial, Indus­trial, Recre­ational, Pub­lic and Semi-public facil­it­ies and Cir­cu­la­tion etc.

 

Permissibility/Activities and devel­op­ment in the Green Belt are to be in accord­ance with the pro­vi­sions stip­u­lated in the Mas­ter Plan.

1.4.2    CANTONMENT AREA

The Can­ton­ment Area is con­sist­ing of five sub-zones viz G-5, 6,7,11 and 12. The devel­op­ment of these sub-zones will be taken up as per the pro­vi­sion of the Mas­ter plan  by the con­cerned land own­ing agency.

1.4.3    AIRPORT AREA

Sub-zone G-15, com­pris­ing of Air­port area, approx­im­ately about 2260 hac.  is bounded by Rewari Rail­way Line on the West, Cantt. Area on the north, NH-8 in the East and  sub-zone G-18 on its South.

The inter­na­tional and domestic  Pas­sen­ger move­ment in Delhi is catered by Indira Gandhi Inter­na­tional Air­port and Palam Air­port respect­ively. Both the Air­ports have been linked to other part of the city and urban exten­sion through the trans­port net­work to facil­it­ate fast move­ment. Devel­op­ment / Redevel­op­ment pro­pos­als are to be pre­pared by Air­port Author­ity within the over­all frame work of the Mas­ter Plan.

The total area ear­marked for the Air­port is about 2260 ha. vide Min­istry of Civil Avi­ation let­ter dt.7.1.98, “AAI should pre­pare MP of air­port and have an arrange­ment with local bod­ies so that MP of the air­port does not viol­ate the MP of local bod­ies such as DDA.”

Fur­ther it is sug­ges­ted that while work­ing out the devel­op­ment plan of the Air­port, the fol­low­ing is ensured:

i)   Con­nect­ing Inter­na­tional Air­port and Domestic Air­port Ter­min­als by internal road network.

ii) To con­nect the Air­port with the city by Metro in con­sulta­tion with DMRC.

iii) Traffic Man­age­ment improve­ment and widen­ing of the roads within and sur­round­ing the air­port. It may be noted that the NH-8 is to be developed to 90 M. Right of way.

iv) Aug­ment­a­tion of park­ing facil­it­ies, includ­ing buses and taxies.

v) Integ­rat­ing the air­port with the pro­posed Met­ro­pol­itan Rail­way Pas­sen­ger Ter­minal at Dwarka, ISBT, Metro cor­ridor and other pub­lic transport.

As com­pared to the present volume of traffic to the Air­port to the tune of 16.2 mil­lion pas­sen­ger per annum, the fore­cast for 2007 is 20.4 mil­lion pas­sen­ger which will enhanced to 66.4 mil­lion pas­sen­ger per annum in the year 2021.  To cater to such a heavy volume of traffic, adequate road net­work will have to be developed along­with park­ing. This requires pro­vi­sions of proper cir­cu­la­tion net­work within the Air­port and its peri­phery. The devel­op­ment of com­mer­cial areas/hotels within the air­port area, needs to  be seen in view of its implic­a­tions on traffic and trans­port­a­tion net­work of sur­round­ing roads/NH-8.

The devel­op­ment of Air­port will require aug­ment­a­tion of util­it­ies­par­tic­u­larly power, water sup­ply and drain­age facil­it­ies. Accord­ingly, Ser­vice plans may be pre­pared in con­sulta­tion with the Ser­vice Agencies/DJB/MCD.  It is pro­posed that exist­ing villages/abadi be shif­ted out­side the air­port com­plex and the area thus avail­able be util­ized for trans­port­a­tion and park­ing requirement.

1.4.4    TIHAR JAIL

The Cent­ral Jail is loc­ated in sub-zone G-13. This is a high secur­ity cent­ral jail and is the only of its kind not only in Delhi. Pro­grammes for redevel­op­ment of the Jail area are to be pre­pared by con­cerned authority/ GNCTD  within the over­all frame­work of the Mas­ter Plan.
