1.1 BACKGROUND, LOCATION , BOUNDARIES AND AREAS
Zone ‘C’, is also known as ‘Civil Lines Zone’ and it is loc­ated towards North, cov­er­ing an area of 3959 hac. and con­sists of 21 Sub-Zones .

The bound­ar­ies of the Zone– C are as under:

North-East Part Ring Road, Outer Ring Road, Zone O (River Yamuna),
N.H.-1 & P-II (North Delhi) adjoin­ing Sub-zone C-21.
North-West Zone P-I (Narela) & Zone P-II (North Delhi)
South-East Old City (Zone-A)
South-West Delhi Amrit­sar Rail­way Line, Zone-H (North West Delhi-I)

Zone-C is iden­ti­fi­able with its pres­ti­gi­ous Delhi Uni­ver­sity, North­ern Ridge, ISBT (Kash­miri Gate) and Tis Haz­ari Courts. A sig­ni­fic­ant fea­ture of this Zone is the Old Sec­ret­ariat Com­plex and Civil Lines Bun­ga­low area of the Colo­nial period. Roshanara Bagh and Qud­sia Bagh are his­tor­ical gar­dens from the Mughal per­oid.
This Zone has posh res­id­en­tial areas, rehab­il­it­a­tion colon­ies and pre 1962 res­id­en­tial colon­ies. A part of Spe­cial area also falls in this zone. Other import­ant activ­it­ies in the Zone are Aza­d­pur whole­sale Fruit and Veget­able mar­ket and San­jay Gandhi Trans­port Nagar. Metro Cor­ridor is oper­a­tional in this Zone. Dheer­pur (Phase –I & II) is an import­ant pro­ject in this Zone. This zone has been devel­op­ing since pre inde­pend­ence era and through the MPD– 1962, MPD-2001 and now MPD-2021. As such the zone has het­ero­gen­eous char­ac­ter where the unplanned areas and planned areas developed under the norms of vari­ous plans co-exist.

1.2 STATUTORY PROVISIONS AND OBJECTIVES
1.2.1 Already approved Sub-Zonal /earlier Zonal Plans in con­form­ity with the Mas­ter Plan shall con­tinue for the areas where the Zonal Plans have not been approved. The Zonal Plans in the form of struc­ture plans shall be pre­pared within 12 months of the approval of MPD-2021.

1.2.2 The Zonal (Divi­sional) plan is being pre­pared under Section-8 and pro­cessed under Section-1O of the Delhi Devel­op­ment Act-1957. The modi­fic­a­tion of land use shall be pro­cessed under Section-11(A), simultaneously.
