NARELA

Narela is the third mega sub-city pro­ject of DDA in the urban exten­sion. As planned the sub-city would be an unique con­glom­er­a­tion of diverse activ­it­ies — afford­able, func­tional, envir­on­ment­ally sus­tain­able, recre­ation­ally adequate and aes­thet­ic­ally pleas­ing and truly.

The planned des­tin­a­tion for Future.

Pro­ject Concept

  • Total pro­ject area of 9866 ha.
  • Area for Urban Devel­op­ment is 7365 ha.
  • And the rest 2501 ha is planned for green belt.
  • The pro­posed pop­u­la­tion is planned million-plus.
  • The exist­ing rail­way line has been pro­posed as the major mass transit move­ment cor­ridor for the project.
  • The res­id­en­tial areas are pro­posed to be loc­ated on both sides of the rail­way line within a dis­tance of 3 – 4 Kms.
  • An integ­rated sys­tem of green link­ages and cir­cu­la­tion net­work will con­nect res­id­en­tial areas with work centres and vari­ous social cul­tural facilities.
  • The Integ­rated Freight com­plex (IFC) cov­er­ing an area of 392 ha accom­mod­ates the whole­sale trade, dis­trict centre, met­ro­pol­itan trans­port centre and an ISBT, which form the focal point of the pro­ject. The pro­ject area also con­tains Narela Udyog Vihar (247 ha) which is already existing.
  • Another major indus­trial area is pro­posed at Bawana accom­mod­at­ing 20000 indus­trial plots.

Land Use

  • The land use plan of the sub-city is based within the frame­work of urban exten­sion plan, its exist­ing and pro­posed cir­cu­la­tion sys­tem and the res­id­en­tial dens­ity pat­tern to be fol­lowed by the vari­ous res­id­en­tial pockets.
  • The sub-city is planned with the pro­vi­sion of major spe­cial­ized activ­it­ies such as Integ­rated Freight Com­plex, Met­ro­pol­itan Pas­sen­ger Ter­minal, includ­ing an ISBT, social infra­struc­ture facil­it­ies etc.
  • A broad land use plan has been evolved by judi­cious exploit­a­tion of the exist­ing land­scape ele­ments, phys­ical plan­ning deterrents and envir­on­mental con­sid­er­a­tions of the sur­round­ing vicin­ity, which can be clas­si­fied under the fol­low­ing use zones:

Hous­ing

  • The sub-city provides hous­ing accom­mod­a­tion to about 2.7 lakh house­holds of all income groups of the society.
  • It is pro­posed to have dif­fer­en­tial res­id­en­tial dens­ity along­with emphasis on pub­lic, co-operative and private sectors.
  • Hous­ing typo­logy includes the following:
    • Co-operative Group Hous­ing Societies
    • DDA Hous­ing (Built up flats/expandable housing)
    • Janta Hous­ing
    • Insti­tu­tional Hous­ing for Govt. employees
    • Reset­tle­ment of squatters
  • Plots for altern­at­ive allotments/auction.
  • The DDA has adop­ted a new concept called “incre­mental hous­ing”. The concept provides for imme­di­ate space for the hab­it­a­tion along with ser­vices and allows the indi­vidual fam­ily to expand the house as and when the need arises for the same. An EWS fam­ily which gets ini­tially 21 sq.mts. built up space can expand their houses ver­tic­ally to get a total floor space of about 50 sq.mts.
  • Moreover, to attract the entre­pren­eurs, busi­ness groups, and oth­ers (NRIs, etc.), DDA is plan­ning a num­ber of large plot­ted res­id­en­tial schemes which will act as a value addi­tion com­pon­ent of the sub-city.

Res­id­en­tial

  • The res­id­en­tial devel­op­ment envis­ages a series of neigh­bour­hood mod­ules each con­sist­ing of 15,000 – 18,000 pop­u­la­tion, grouped around a facil­ity corridor/centre of parks, play­ground, Sr. sec­ond­ary schools, primary schools and other social amenities.
  • The res­id­en­tial neigh­bour­hood is fur­ther divided into four res­id­en­tial clusters.
  • Each cluster has a sys­tem of ped­es­trian link­ages con­nect­ing to the facil­ity cen­ters of the neighbourhood.
  • Four to five neigh­bour­hoods com­pris­ing of 75,000 – 90,000 pop­u­la­tion form a res­id­en­tial com­munity with its own centre for eco­nomic and socio-cultural activities.
  • A large park and the play­field along with com­munity centre forms a nuc­leus of the community.
  • This nuc­leus is access­ible by a sys­tem of ped­es­trian link­ages and cycle tracks.
  • Each res­id­en­tial com­munity is served by arter­ial roads of vary­ing widths from 40 mt. to 60 mt.
  • It is pro­posed to have a com­pos­ite mix­ture of vari­ous socio-economic groups in all the res­id­en­tial communities.

Social Infra­struc­ture

  • Narela sub-city is planned with lib­eral and qual­ity socio-cultural facil­it­ies and ser­vices which enrich the qual­ity of living.
  • Clusters of such facil­it­ies are grouped within the facil­ity centers/areas which are iden­ti­fied at 21 loc­a­tions in vary­ing sizes to cater to the general/specialized need of the public.
  • Facil­it­ies under health ranges from dis­pens­ar­ies to gen­eral hos­pit­als, edu­ca­tional insti­tutes encom­pass from nurs­ery schools to uni­ver­sity campus.
  • In addi­tion, com­munity facil­it­ies such as tele­phone exchange, bus depot, fire sta­tion, police sta­tion, etc. are provided at suit­able locations.
  • A National Sci­ence Park of 4 ha has also been pro­posed near Kur­aini as a major com­pon­ent to strengthen the over­all attract­ive­ness of the sub-city.

Open Spaces and Green Linkages

  • The over­all concept evolves to form a land­scape with dis­tinct­ive visual quality.
  • Which ful­fils the required recre­ational func­tions, helps to main­tain eco­lo­gical bal­ance and imparts a sense of place to the sub-city.
  • Attempt is made to explore the poten­tial of exist­ing land­scape fea­ture such as nat­ural drain­age chan­nels, forest cover/plantation, etc. as well as other topo­graphic assets and make best use to it in an integ­rated manner.
  • Open spaces provide a link­age to the whole devel­op­ment for which a hier­archy has been evolved.
  • The dis­tri­bu­tion of open spaces from the cluster, neigh­bor­hood to the com­munity and dis­trict level estab­lishes a cohes­ive inter­link between them.

Trans­port

  • The cir­cu­la­tion sys­tem within the sub-city is primar­ily based on road based trans­port­a­tion sys­tem with a rail cor­ridor for intra urban movements.
  • The strength­en­ing of the rail net­work sup­por­ted by MRTS, would provide mass rapid transit cor­ridor to the sub-city from the mother city.
  • A dir­ec­tional rail ter­minal is pro­posed to be developed in the Narela Sub-city at Holambi Kalan.
  • The basic road net­work has been planned with a hier­archy of 100 mt., 80 mt., 60mt. and 40 mt. R/W roads.
  • The 80 mt. road with either side green belt is con­nect­ing the Narela sub-city with Rohini Pro­ject area, while the 100 mt. R/W road along with green belt on both sides is link­ing Dwarka Sub-city through Rohini. As per require­ments, 3 bus ter­min­als and 6 bus depots have been planned, which will be developed in a phased man­ner com­men­sur­at­ing with the city growth.

Achieve­ments

  • About 1000 ha land already acquired.
  • More than 8000 res­id­en­tial flats of dif­fer­ent cat­egor­ies have been constructed.
  • About 1000 flats allot­ted to Delhi Police.
  • About 900 plots of dif­fer­ent sizes have been developed for altern­at­ive allotment/auction.
  • Facil­ity sites provided in Sec­tor A7 & A8.
  • IAMR com­plex of Plan­ning Com­mis­sion, GOI in 16 acres plot in Sec­tor A7 functional.
  • 200 bed­ded Raja Har­ish Chander Govt. Hos­pital in Sec­tor A7 completed.
  • Recre­ational club site has been pro­posed for devel­op­ment in sec­tor A7.
  • Land allot­ted for DTC terminal.
  • Land allot­ted for Fire station.
  • Land for 80 m and 100 m roads from G.T. Kar­nal road (NH  — 1) to Bawana indus­trial area has been acquired.
  • Land pro­posed for National Sci­ence Park.

Land for Integ­rated Freight Com­plex has been acquired.
