The proposed modifications regarding the land pooling policy under the Delhi master plan MPD 2021 have been approved. The minister for state for Urban development, Deepa Dasmunshi gave this information through a written reply to a question in the Rajya Sabha.
To refresh, suggestions and comments from the general public were invited through a public notice on the 18th of April’ 2013, and that their opinions, criticism and suggestions were perused.
This is what the policy envisages :
– For land parcels below 20 hectares, the land owners would get back 40% of the land, and that balance 60% would be taken by DDA for infrastructure & other services.
– For land parcels above 20 hectares, the land owner would get back 60%.
When asked, Mr. Ramesh Menon of Certes Realty Ltd, an expert organization on MD 2021 clarified that “the development charges would definitely apply on the land given back to the land owners, and that the land owner would have to bear the cost”. he further clarified that “the nomenclatures like EDC, IDC, ASI etc. may vary, but in essence, the cost would finally have to be borne by the developer”.
There isn’t enough clarity yet on the policy, but incessant speculation continues on the land parcels under the ‘R’ zone of MPD 2021.
