DDA all set to announce draw for 15,000 houses

NEW DELHI: Two years after its pre­vi­ous hous­ing scheme had come under the scan­ner of the Eco­nomic Offences Wing of the Delhi police, the Delhi Devel­op­ment Author­ity is all set to announce a draw for 15,000-odd houses through a lot­tery sys­tem next month.

Lower Income Group, Middle Income Group and Higher Income Group flats would be up for grabs in Vas­ant Kunj, Dwarka, Narela, Jasola and Mukher­jee Nagar for those who don’t own a flat in the Cap­ital. Of the 15,000 houses, about 8,000 flats are ready for pos­ses­sion, while the rest are in vari­ous stages of com­ple­tion. The flats are being spruced up and would only be made avail­able after the Games comes to a close.

Flats in the posh Vas­ant Kunj area, where con­struc­tion is going on a war-footing to accom­mod­ate tour­ists and del­eg­ates for the Com­mon­wealth Games, would also be included in the new scheme.

It is expec­ted that the scheme would attract about 10 lakh applic­ants. It is expec­ted that the price of flats would be 15 per cent higher than the last hous­ing scheme of 2008.

DDA has also announced that it will also take up the respons­ib­il­ity of main­tain­ing the flats for three decades

 

Delhi cab­inet recom­mends sub-division of plots

The Delhi cab­inet Monday decided to recom­mend to the cent­ral gov­ern­ment that sub-division of plots be allowed in the cap­ital in a bid to put an end to unplanned con­struc­tion in colon­ies due to increase in fam­ily units and their related res­id­en­tial requirements.

Urban Devel­op­ment Min­is­ter A.K. Walia said the sub-division of plots will be per­miss­ible while num­ber of dwell­ing units do not exceed the num­ber provided by the Mas­ter Plan-2021 and also the smal­ler plots com­ply with the pro­vi­sion of build­ing regulations.

An offi­cial said in order to facil­it­ate com­ing up of res­id­en­tial group hous­ing in spe­cial areas and unau­thor­ised reg­u­lar­ised colon­ies, it is sug­ges­ted that min­imum size of plot for this pur­pose will be reduced from exist­ing 3,000 sq. metres to 1,000 sq. metres.

These recom­mend­a­tions will be sent by the Delhi gov­ern­ment to the cent­ral Urban Devel­op­ment ministry.

The cab­inet, chaired by Chief Min­is­ter Sheila Dikshit, also recom­men­ded extend­ing the floor area ratio (FAR) from 350 to 400 in areas like old Delhi, Karol Bagh and urban vil­lages in respect of reg­u­lar­isa­tion of con­struc­tion already exist­ing since 2007 on pay­ment of pre­scribed charges.

Besides, the size of plot for increased FAR has also been increased from 175 sq. metres to 250 sq. metres.

Walia said it has also been sug­ges­ted that along Mass Rapid Transit Sys­tem and other trans­port cor­ridors like BRTs and metro, more FAR be allowed.

‘This will facil­it­ate planned devel­op­ment in such areas and help in re-development keep­ing in view the spe­cial char­ac­ter of the loc­al­it­ies and over­come unplanned con­ges­tion,’ he added.

The centre will con­sider the government’s inputs for final­ising the Spe­cial Areas Pro­vi­sion Act.

New Delhi: In a move that may pave the way for fur­ther con­struc­tion in many loc­al­it­ies — includ­ing some upscale ones — the Delhi cab­inet has decided to recom­mend to the Centre an increase in the floor-area ratio of houses along Metro cor­ridors, the BRT, some spe­cial areas and unau­thor­ized colon­ies which have been reg­u­lar­ized. There is also a pro­posal to allow sub­di­vi­sion of plots in the reg­u­lar­ized colon­ies.
Though the spe­cif­ics are yet to be worked out — like the exact FAR increase and the dis­tance from Metro cor­ridors and BRT where the new pro­pos­als will apply — by the looks of it, large areas of south Delhi includ­ing Greater Kailash, Defence Colony and Lajpat Nagar may make the cut if the recom­mend­a­tions are accep­ted. After the cab­inet meet­ing, urban devel­op­ment min­is­ter A K Walia said the sug­ges­tion to allow increased FAR along Metro and BRT cor­ridors was to pre­vent unplanned con­ges­tion and help redevel­op­ment of these areas. Sources said the sug­ges­tions are based on the premise that bet­ter trans­port facil­it­ies lead to more people crowding to these areas and the need to pre-empt a mess in these colon­ies.
Delhi CM Sheila Dikshit said the decision was taken keep­ing in view the increase in fam­ily units and related res­id­en­tial needs.

New Delhi: The pro­posal to increase the floor-area ratio of houses along Metro cor­ridors, the BRT, some spe­cial areas and unau­thor­ized colon­ies that have been reg­u­lar­ized came in for sharp cri­ti­cism from archi­tect and town plan­ner, Kuldip Singh. ‘‘It’s the most thought­less thing that could have been pro­posed. The reason for pro­mot­ing pub­lic trans­port sys­tem is to decon­gest the city. Allow­ing more FAR along such cor­ridors will lead to fur­ther con­ges­tion,’’ he said.
The cab­inet has also recom­men­ded sub­di­vi­sion of plots and an increase in FAR in spe­cial areas like Paharganj and Karol Bagh, as well as in unau­thor­ized colon­ies which have been reg­u­lar­ized and vil­lages. Walia added that sub­di­vi­sion of plots will ensure bet­ter com­pli­ance of build­ing reg­u­la­tions, put­ting an end to the ongo­ing unplanned con­struc­tion in these colon­ies. Allow­ing sub­di­vi­sion will let own­ers get build­ing plans sanc­tioned. It will also put an stop to the slew of lit­ig­a­tion con­cern­ing plots which now can­not be bifurc­ated as exist­ing reg­u­la­tions do not allow that.
The pro­pos­als had come from a com­mit­tee con­sti­tuted by the L-G to redraft the pro­posed reg­u­la­tions of the Delhi Spe­cial Pro­vi­sions Act in a sim­pler form. The com­mit­tee had sub­mit­ted its report and the draft reg­u­la­tions, once cleared by the L-G who is also the DDA chair­man, were sent to the Centre. The Union urban devel­op­ment min­istry then invited the com­ments of the city gov­ern­ment, which were final­ized by the Delhi cab­inet on Monday.
In the case of unau­thor­ized colon­ies which have since been reg­u­lar­ized, Walia said, ‘‘We will ask the Centre to incor­por­ate pro­vi­sions where on pay­ment of a pre­scribed charge, the FAR can be increased to 400 instead of the exist­ing 300. The size of plot for increased FAR may also be increased from 175 square metres to 250sq m. That will go a long way in enabling res­id­ents to get their already con­struc­ted build­ings reg­u­lar­ized for all time to come.’’
Another recom­mend­a­tion said res­id­en­tial group hous­ing should be encour­aged in spe­cial areas, unau­thor­ized reg­u­lar­ised colon­ies and vil­lage abadis. For this, the gov­ern­ment will ask the Centre to reduce the min­imum plot size from the present 3,000sq m to 1,000sq m.
The Delhi Devel­op­ment Author­ity (DDA) mean­while refused to com­ment on the devel­op­ment. Said a senior DDA offi­cial, ‘‘We will study the recom­mend­a­tion once it comes to us from the the urban devel­op­ment min­istry.’’
Offi­cials how­ever, admit­ted that the impact of the recom­mend­a­tions would be sig­ni­fic­ant if they are adop­ted. ‘‘The floor area ratio along the BRT and MRTS cor­ridors, as per the Mas­ter Plan 2021, is 100 FAR and 25% build up of the plot. That could get changed if the recom­mend­a­tions are taken up,’’ an offi­cial said.

 

 

DDA has final say on land usage in cap­ital: HC

New Delhi: The High Court here has ruled that the Delhi Devel­op­ment Author­ity will have the final say on land usage pat­tern in the city and any decision taken by it in this regard can­not be challenged.

“The mas­ter plans and zonal plans are pre­pared by the DDA and they have a stat­utory fla­vour. Once the DDA has gone through the form­al­it­ies required under law in pre­par­ing the mas­ter plan or zonal plan or in car­ry­ing out any modi­fic­a­tions therein, the land use of a par­tic­u­lar area will stand determ­ined as per the said plans,” a bench com­pris­ing Chief Justice Dipak Misra and Justice Man­mo­han said.

The court passed the order while set­ting aside objec­tions raised by the Min­istry of Envir­on­ment and Forest (MOEF) and the Delhi Pol­lu­tion Con­trol Committee(DPCC) against DDA’s decision to allot 14.3 hec­tare land to a private developer to build high-end res­id­en­tial apart­ments in Okhla, South Delhi.

Reject­ing the con­ten­tions of the Forest Depart­ment and the DPCC that the area ‘Tehkhand’ in South Delhi falls under the ridge area, the court said under the mas­ter plan Act, land use is determ­ined by the DDA and any other agency or author­ity can­not raise objec­tion to it.

and the land use is res­id­en­tial, we fail to see as to how the DPCC or the Depart­ment of Forests, NCT of Delhi, can raise any objec­tion on this account,” the bench said.

“Resolve pending issues related to Mas­ter Plan”

NEW DELHI: The Muni­cipal Cor­por­a­tion of Delhi’s Mater Plan Imple­ment­a­tion Com­mit­tee chair­man Ved Prakash Gupta called on Urban Devel­op­ment Min­istry Joint Sec­ret­ary M. M. Kutty this past week regard­ing pending issues related to imple­ment­a­tion of the Mas­ter Plan for Delhi-2021.

These issues have already been placed before the Lieutenant-Governor for con­sid­er­a­tion and recom­mend­a­tion to the Min­istry of Urban Development.

The issues raised included guidelines for redevel­op­ment of clusters of indus­trial pop­u­la­tion in unplanned indus­trial areas and exist­ing planned indus­trial areas, build­ing reg­u­la­tions of spe­cial areas, unau­thor­ised reg­u­lar­ised colon­ies and vil­lages and reg­u­la­tion for ban­quet halls.

Mr. Gupta also made a request for relax­ing the park­ing norms on indus­trial plots up to 250 sq. m and made a num­ber of other pro­pos­als dis­cussed in the Imple­ment­a­tion Com­mit­tee that included relax­a­tion in the height of work­ing area in indus­trial build­ings and lower­ing the reg­u­lar­isa­tion charges in indus­trial areas. “We have also reques­ted imple­ment­a­tion of the decision taken by the Delhi Devel­op­ment Author­ity in June 2007 to not charge con­ver­sion charges includ­ing park­ing charges for pre-1962 built-up com­mer­cial areas,” he added.

Dr. Kutty told Mr. Gupta that he would make efforts to final­ise the pro­pos­als at the earliest .
