DDA all set to announce draw for 15,000 houses

NEW DELHI: Two years after its previous housing scheme had come under the scanner of the Economic Offences Wing of the Delhi police, the Delhi Development Authority is all set to announce a draw for 15,000-odd houses through a lottery system next month.
Lower Income Group, Middle Income Group and Higher Income Group flats would be up for grabs in Vasant Kunj, Dwarka, Narela, Jasola and Mukherjee Nagar for those who don’t own a flat in the Capital. Of the 15,000 houses, about 8,000 flats are ready for possession, while the rest are in various stages of completion. The flats are being spruced up and would only be made available after the Games comes to a close.
Flats in the posh Vasant Kunj area, where construction is going on a war-footing to accommodate tourists and delegates for the Commonwealth Games, would also be included in the new scheme.
It is expected that the scheme would attract about 10 lakh applicants. It is expected that the price of flats would be 15 per cent higher than the last housing scheme of 2008.
DDA has also announced that it will also take up the responsibility of maintaining the flats for three decades

The Delhi cabinet Monday decided to recommend to the central government that sub-division of plots be allowed in the capital in a bid to put an end to unplanned construction in colonies due to increase in family units and their related residential requirements.
Urban Development Minister A.K. Walia said the sub-division of plots will be permissible while number of dwelling units do not exceed the number provided by the Master Plan-2021 and also the smaller plots comply with the provision of building regulations.
An official said in order to facilitate coming up of residential group housing in special areas and unauthorised regularised colonies, it is suggested that minimum size of plot for this purpose will be reduced from existing 3,000 sq. metres to 1,000 sq. metres.
These recommendations will be sent by the Delhi government to the central Urban Development ministry.
The cabinet, chaired by Chief Minister Sheila Dikshit, also recommended extending the floor area ratio (FAR) from 350 to 400 in areas like old Delhi, Karol Bagh and urban villages in respect of regularisation of construction already existing since 2007 on payment of prescribed charges.
Besides, the size of plot for increased FAR has also been increased from 175 sq. metres to 250 sq. metres.
Walia said it has also been suggested that along Mass Rapid Transit System and other transport corridors like BRTs and metro, more FAR be allowed.
‘This will facilitate planned development in such areas and help in re-development keeping in view the special character of the localities and overcome unplanned congestion,’ he added.
The centre will consider the government’s inputs for finalising the Special Areas Provision Act.

New Delhi: In a move that may pave the way for further construction in many localities — including some upscale ones — the Delhi cabinet has decided to recommend to the Centre an increase in the floor-area ratio of houses along Metro corridors, the BRT, some special areas and unauthorized colonies which have been regularized. There is also a proposal to allow subdivision of plots in the regularized colonies.
Though the specifics are yet to be worked out — like the exact FAR increase and the distance from Metro corridors and BRT where the new proposals will apply — by the looks of it, large areas of south Delhi including Greater Kailash, Defence Colony and Lajpat Nagar may make the cut if the recommendations are accepted. After the cabinet meeting, urban development minister A K Walia said the suggestion to allow increased FAR along Metro and BRT corridors was to prevent unplanned congestion and help redevelopment of these areas. Sources said the suggestions are based on the premise that better transport facilities lead to more people crowding to these areas and the need to pre-empt a mess in these colonies.
Delhi CM Sheila Dikshit said the decision was taken keeping in view the increase in family units and related residential needs.

New Delhi: The proposal to increase the floor-area ratio of houses along Metro corridors, the BRT, some special areas and unauthorized colonies that have been regularized came in for sharp criticism from architect and town planner, Kuldip Singh. ‘‘It’s the most thoughtless thing that could have been proposed. The reason for promoting public transport system is to decongest the city. Allowing more FAR along such corridors will lead to further congestion,’’ he said.
The cabinet has also recommended subdivision of plots and an increase in FAR in special areas like Paharganj and Karol Bagh, as well as in unauthorized colonies which have been regularized and villages. Walia added that subdivision of plots will ensure better compliance of building regulations, putting an end to the ongoing unplanned construction in these colonies. Allowing subdivision will let owners get building plans sanctioned. It will also put an stop to the slew of litigation concerning plots which now cannot be bifurcated as existing regulations do not allow that.
The proposals had come from a committee constituted by the L-G to redraft the proposed regulations of the Delhi Special Provisions Act in a simpler form. The committee had submitted its report and the draft regulations, once cleared by the L-G who is also the DDA chairman, were sent to the Centre. The Union urban development ministry then invited the comments of the city government, which were finalized by the Delhi cabinet on Monday.
In the case of unauthorized colonies which have since been regularized, Walia said, ‘‘We will ask the Centre to incorporate provisions where on payment of a prescribed charge, the FAR can be increased to 400 instead of the existing 300. The size of plot for increased FAR may also be increased from 175 square metres to 250sq m. That will go a long way in enabling residents to get their already constructed buildings regularized for all time to come.’’
Another recommendation said residential group housing should be encouraged in special areas, unauthorized regularised colonies and village abadis. For this, the government will ask the Centre to reduce the minimum plot size from the present 3,000sq m to 1,000sq m.
The Delhi Development Authority (DDA) meanwhile refused to comment on the development. Said a senior DDA official, ‘‘We will study the recommendation once it comes to us from the the urban development ministry.’’
Officials however, admitted that the impact of the recommendations would be significant if they are adopted. ‘‘The floor area ratio along the BRT and MRTS corridors, as per the Master Plan 2021, is 100 FAR and 25% build up of the plot. That could get changed if the recommendations are taken up,’’ an official said.
DDA has final say on land usage in capital: HC

New Delhi: The High Court here has ruled that the Delhi Development Authority will have the final say on land usage pattern in the city and any decision taken by it in this regard cannot be challenged.
“The master plans and zonal plans are prepared by the DDA and they have a statutory flavour. Once the DDA has gone through the formalities required under law in preparing the master plan or zonal plan or in carrying out any modifications therein, the land use of a particular area will stand determined as per the said plans,” a bench comprising Chief Justice Dipak Misra and Justice Manmohan said.
The court passed the order while setting aside objections raised by the Ministry of Environment and Forest (MOEF) and the Delhi Pollution Control Committee(DPCC) against DDA’s decision to allot 14.3 hectare land to a private developer to build high-end residential apartments in Okhla, South Delhi.
Rejecting the contentions of the Forest Department and the DPCC that the area ‘Tehkhand’ in South Delhi falls under the ridge area, the court said under the master plan Act, land use is determined by the DDA and any other agency or authority cannot raise objection to it.
and the land use is residential, we fail to see as to how the DPCC or the Department of Forests, NCT of Delhi, can raise any objection on this account,” the bench said.

“Resolve pending issues related to Master Plan”

NEW DELHI: The Municipal Corporation of Delhi’s Mater Plan Implementation Committee chairman Ved Prakash Gupta called on Urban Development Ministry Joint Secretary M. M. Kutty this past week regarding pending issues related to implementation of the Master Plan for Delhi-2021.
These issues have already been placed before the Lieutenant-Governor for consideration and recommendation to the Ministry of Urban Development.
The issues raised included guidelines for redevelopment of clusters of industrial population in unplanned industrial areas and existing planned industrial areas, building regulations of special areas, unauthorised regularised colonies and villages and regulation for banquet halls.
Mr. Gupta also made a request for relaxing the parking norms on industrial plots up to 250 sq. m and made a number of other proposals discussed in the Implementation Committee that included relaxation in the height of working area in industrial buildings and lowering the regularisation charges in industrial areas. “We have also requested implementation of the decision taken by the Delhi Development Authority in June 2007 to not charge conversion charges including parking charges for pre-1962 built-up commercial areas,” he added.
Dr. Kutty told Mr. Gupta that he would make efforts to finalise the proposals at the earliest .
