New Building Plan Approval In 30 Days, Says Delhi Government

Delhi Home Minister Satyendar Jain said online single window system will be created by Municipal Corporation of Delhi for the building clearance.

New Delhi:  Delhi-ites will be now able to get a building plan approved within 30 days while no construction permission will be needed for plots up to 105 sq m in the national capital under new building by-laws notified on Monday.

Delhi Home Minister Satyendar Jain said online single window system will be created by the Municipal Corporation of Delhi (MCD) for the building clearance following which applicants will not be required to approach different departments to seek their approval.

“An applicant will just have to fill one centralised online form. The application would automatically be forwarded to the agencies concerned like MCD, Delhi Jal Board, fire department etc… The building certificate will be issued in 30 days,” Mr Jain said.

As per the new building plan, municipal corporations can permit mobile towers in residential areas with due safeguards.

The Union Development Ministry had released unified building bylaws for Delhi and the AAP government has now made amendments in the proposed building bylaws aimed at simplifying procedure to get building plan approved.

Mr Jain said residential plots of size up to 105 sq m are not required to obtain sanction of building plans. The owners will only have to submit an undertaking about construction along with requisite fees and other documents to begin construction.

He further said revised by-laws improve ease of doing business, promote investments and also safe, green and sustainable construction.

A senior government official said buildings with built up area between 20,000 and 150,000 sq m will now be able to get environmental clearance from urban local bodies.

“To promote green and sustainable construction practices, the Unified Building Bye-laws for Delhi -2016 mandate all buildings on plot sizes of more than 105 sq mt to conform to the mandatory green building norms, including water conservation and management, solar energy utilisation, energy efficiency and management for obtaining sanctions,” the official also said.

New by-laws require measures for ensuring safety in terms of provisions for structural design and earthquake disaster mitigation.

“All buildings and facilities used by the public such as educational, institutional, assembly, commercial, business, mercantile buildings and group housing etc., shall have provision for universal design for differently abled persons, children and the elderly,” the official added.
