In a significant announcement, the Delhi development authority (DDA) announced that the regulation of land pooling policy is expected to be notified within 15 days.
The Vice Chairman (VC) – DDA informed that the operational mechanism for Land pooling has been approved and sent to the Ministry of Urban development (MuD) for the final notification.
Ramesh Menon of Certes Realty Ltd, an expert org. on Land pooling under MPD 2021 mentions “This move is intended to achieve the twin objectives of harnessing the strength of the private sector in developing Delhi, as well as include the land owning farmers to contribute towards the creation of the smart cities in Delhi, and assist them in monetizing & realising the true worth of their assets.”
Post the notification, DDA would play the role of the facilitator, and would plan & execute the trunk lines of infrastructure integrating the proposed smart cities under Zone N & L.
DDA also proposes a single window of clearances for the development licenses, internal layouts & sanction plans, and all such mandatory licensing.
It may be recalled that it’s forecasted that the population of Delhi would grow by an additional influx of 1 crore people, and that the housing demand would be an additional 1.6 million dwelling units (DU), a significant number of them under the affordable category.
Menon feels that “under a free market economy, it would be prudent for the DDA to allow the supply surge to keep the prices under control, rather than resort to price control.”
If this deadline is true, Delhi seems on course to create the first couple of smart cities off the block.
