MAJOR HIGHLIGHTS OF THE DRAFT DELHI MASTER PLAN — 2021

A fair amount of cre­at­ive and con­struct­ive think­ing and intro­spec­tion has been inves­ted into the plan­ning, for­mu­la­tion and inten­ded imple­ment­a­tion of the Delhi Mas­ter Plan 2021. Innov­a­tion and reform, affect­ing the Delhi pop­u­la­tion pos­it­ively were the con­sidered factors.

Some of the sali­ent high­lights of the plan are lis­ted below.

  • Facil­it­at­ing pub­lic — private partnerships.
  • Incentiv­ising re-development / mod­ern­ising of the old build­ings and locations
  • Re-structuring the phys­ical infra­struc­ture of the city through bet­ter coördin­a­tion & aug­ment­a­tion of resources and services.
  • Pro­posal for the mas­ter plan of Delhi, planned till the year 2021, to be reviewed at inter­vals of every 05 years, and take into account the fact chan­ging needs, aspir­a­tions and require­ments of Delhi city.
  • Par­ti­cip­at­ory approach — Involving the private sec­tor in the assembly and devel­op­ment of land. Pub­lic par­ti­cip­a­tion in policy & implementation
  • Incentiv­ised re-development with addi­tional FAR, wherever applicable
  • Influ­ence zones – along­side MRTS and major trans­port corridors

  • Look at organ­ized group hous­ing oppor­tun­it­ies. Shift from the erstwhile policy of restrict­ing shel­ters to plot­ted devel­op­ment / Low rise devel­op­ments only. The intent being the apt and optimal util­iz­a­tion of land
  • Removal of con­trols where not strin­gently required, esp. height restric­tions for con­struc­tion in cer­tain areas. This would help in the bet­ter util­iz­a­tion of land, as well as in the cre­ation of mod­ern con­tem­por­ary and land­mark struc­tures, in Delhi.
  • Ground cov­er­age enhancement
  • Using the resources of the private sec­tor for devel­op­ment of shel­ters / hous­ing for the poor, through the rehab­il­it­a­tion programme.
  • Re-categorize the defin­i­tion of hous­ing types so that the EWS / Low cost hous­ing can be more viable, to encour­age the par­ti­cip­a­tion of all sectors.
  • RECREATIONAL AREAS & GREEN BELT – cov­er­age to be to the extent of 15 – 20% of the total land use. This could motiv­ate con­tem­por­ary pro­jects afford­ing bet­ter amen­it­ies and ‘green cover’ to be developed.
  • Mixed Use: Fur­ther lib­er­al­iz­ing the mixed use of land resources in select res­id­en­tial areas. To also achieve optimal sav­ings on resources by integ­rat­ing the liv­ing, work-place and trans­port­a­tion infrastructure.
  • Facil­ity cor­ridors: Devel­op­ment of com­munity / facil­ity centres along major trans­port cor­ridors and networks.
  • Integ­rated Freight Com­plexes and whole­sale Markets
  • Pro­vi­sions for ser­vice and repair activities.
  • FAR / FSI enhancement

Industry:

  • Up-gradation and mod­ern­iz­a­tion of indus­tries which already exist, in Delhi.
  • Recog­ni­tion, and inclu­sion of new Indus­tries like IT / ITES / IT related.
  • Enhance­ment of FAR norms.

Trans­port­a­tion:

Some of the pro­pos­als included in the draft Delhi mas­ter plan are as follows:

  • Greater effi­cien­cies and bene­fits through a Uni­fied Metro Trans­port Authority
  • Land use and trans­port­a­tion – Greater synergy
  • Inclus­ive address of the Park­ing prob­lems in Delhi. Recog­ni­tion of the facts of grow­ing dens­ity of vehicle prob­lems in Delhi. Policy to include the private sec­tor for devel­op­ment of park­ing facilities.
  • Devel­op­ment of multi-level and under­ground park­ing space. Increase in norms.
  • Integ­rated mul­timodal pub­lic trans­port sys­tem to facil­it­ate reduc­tion of private trans­port on the road.
  • Optimal use of exist­ing road net­work and devel­op­ment of link road.
  • MRTS — Road and rail based
  • Restruc­tur­ing of exist­ing trans­port­a­tion net­work through express­ways, elev­ated roads, arter­ial roads, dis­trib­utor roads and relief roads.
  • Pro­vi­sion for intro­du­cing cycle tracks, ped­es­trian and dis­abled friendly fea­tures in arter­ial and sub-arterial roads.
