Issues holding back notification of regulations concerning Land Pooling Policy were on Tuesday discussed in a meeting chaired by Secretary, Ministry of Urban Development, Rajiv Gauba.

Senior officials of the ministry, Delhi government, Delhi Development Authority and the North and South MCDs discussed these issues and pointed to four areas of concern — notification of 89 villages as urban areas by North corporation (50 villages) and South corporation (39 villages), notification of 95 villages as urban development areas, transfer of about 12 per cent of developed land to Delhi government, waiver of stamp duty on transfer of developed land by DDA to farmers/promoters and verification of ‘Sajra’ maps for these villages.
Under the policy, a group of owners with small parcels of land will come together and give their pooled land to DDA for basic infrastructure development. Anyone with more than two hectares can benefit from the policy and become a ‘developer entity’ (DE).
After the DE gives land to the DDA, the agency will develop it by providing roads, parks, power supply and sewage treatment plants and return 48-60 per cent of the land to the owners.
While the North and South municipal bodies have passed resolutions for notifying 89 villages as urban areas, the Delhi government has sought some clarifications regarding provision of civic amenities in the developed areas keeping in view the increase in population in the long term. The two MCDs were asked to reply to the Delhi government at the earliest.
The government has maintained that the policy is “not beneficial to the state” and has sought that some area be earmarked for government agencies. “We have communicated our stand to the ministry,” a government spokesperson said.
The DDA has said that in accordance with the Master Plan, land would be provided to the Delhi government on “need basis”, as is being done now.
The government was requested to consider the issue of waiver of stamp duty on transfer of developed land to farmers/developers, said a statement by the ministry.
Officials also assured that local revenue officials would verify ‘Sajra’ maps of villages falling under the land pooling ambit at the earliest.
