New Delhi: The transit oriented development (TOD) norms could turn into the next issue of dissent between Delhi government and the Centre. On Tuesday, PWD minister Satyendar Jain said that he has written to Union urban development minister Venkaiah Naidu regarding changes in the TOD policy recently notified by DDA .
“The changes in the guidelines would benefit the private builder lobby while depriving the government, semi-public as well as transportation spaces of the benefits of increased floor area ratio (FAR),” says Jain’s letter sent on June 29.
Senior DDA officials, however, denied the allegations claiming that the minister had “misinterpreted” the changes. DDA officials and urban planners said that the issue raised by Jain in his letter to Naidu is incorrect. “The policy is not benefiting private builders at all,” said a senior DDA official.
Explaining the provision, a DDA official said, “FAR is always common for both government and private properties. In fact, the modified policy will only benefit government organisations as we have relaxed the residential clause for them.”
The letter says that DDA’s amendment to the MPD-2021 guidelines limits the benefits of TOD policy for government agencies on the ground that the development control norms for their plots shall be as per the use of premises prescribed in lease conditions.”
Regarding the lease condition clause, DDA officials said that this has been done to ensure that the land is used only for the purpose for which it has been allotted. “There is no blanket ban on it. But we want to be sure that the land given to a particular organisation is used for the purpose for which it was given. If a government agency wants it changed, it will have to get it done through DDA,” said an official.
“DDA gives land to a lot of societies at concessional rates. This clause will ensure that the land is used for public services and allottees don’t made windfall gains by misusing it,” the official added.
“Such a lopsided approach on the part of DDA will undermine the very basic objective of TOD policy for Delhi to address the growing problems of pollution, congestion and shortage of homes for the poor and middle class,” Jain’s letter adds.
As part of the TOD policy, buildings within the 500m influence zone of a metro station will be allowed to be developed as commercial and residential areas.
